First Minister of the Crown • Keeper of the Golden Seal • Head of the Imperial Government

Origin & Mandate
Created by His Majesty Richard I to replace the old “Hand of the King,” the Lord Chancellor is the Empire’s First Minister: architect of civil government, steward of policy, master of the Chancery, and the Emperor’s principal coordinator across Realms, provinces, ministries, banks, and courts. The first officeholder is Prince Randall Baratheon, appointed for his statesmanship and diplomatic gift (not as a field commander).

Symbols & Style

  • Great Seal of the Empire (storm-stag and three-headed dragon entwined): affixed to all Imperial Edicts, charters, patents, provincial commissions.

  • Rod of Office (gold chased with dragonglass filaments): carried in council and public rites.

  • Style: “Lord Chancellor of the Empire, Keeper of the Golden Seal.”

I. Core Powers & Duties

1) The Imperial Chancery (Law-Making Engine)

  • Drafts, engrosses, seals, and promulgates Imperial Edicts (e.g., the Law of Bonded Service), ordinances, letters patent, titles, armorial grants, and trade charters.

  • Maintains the Imperial Register (the definitive roll of laws), the Book of Precedents, and the Calendar of Edicts for dating and effect.

  • Oversees publication in Rygoros, then mirrored editions in Braavos, Aegon’s Landing, Volantis, and Oldtown.

2) Head of Government & Council Management

  • Sets agenda, minutes, and follow-through for the Imperial Council (finance, justice, works, trade, posts, education, cults & rites, ports & canals).

  • Chairs the Council of Grand Governors (East & West) and the Quarterly Governors’ Congress (all 25 provincial governors).

  • Issues Chancery Circulars to harmonize policy across Realms after an edict passes the Golden Seal.

3) Finance, Currency & the National Bank

  • Coordinates the Imperial Treasury with the Iron Bank (National Bank)—stability of the Sol, reserve targets, bullion & dragonglass reserves.

  • Co-chairs the Imperial Monetary Board with the Bank’s High Factor; supervises branch audits in Rygoros, Oldtown, Volantis, Aegon’s Landing.

  • Proposes the Annual Budget; assigns provincial quotas; oversees revenue courts and tariff policy.

4) Justice, Codes & Courts

  • Leads the Commission on the Imperial Legal Codex (Rygoros): consolidates provincial law, issues Interpretive Writs, curates case law.

  • Supervises the High Courts of Appeal (Rygoros prime; circuits at Braavos and Aegon’s Landing).

  • Charters Crown Advocates and Civic Defenders; maintains judicial discipline rolls.

5) Diplomacy & External Compacts

  • Heads the Imperial Diplomatic Service (legations at Volantis, Pentos, Lorath, Norvos, Qohor; envoys to New Ghis, Summer Isles, Ib).

  • Negotiates treaties, navigation acts, banking accords; countersigns all ratifications before they take the Golden Seal.

6) Civil Service & Merit

  • Oversees the Imperial Examinations (scholar, legal, revenue, engineering tracks—many trained at the Imperial University of Jaehaerys in Oldtown).

  • Keeps the Purple Rolls (appointments, tenure, pensions); runs the Office of Inspections for anti-corruption.

7) Works, Roads, Posts & Great Projects

  • Directs the Office of Imperial Works: roads, bridges, canals, aqueducts, harbors, lighthouses.

  • Manages strategic builds (e.g., Grassland Wall, Harrenhal restoration, Summerhall renewal, expansion of Viseryon docks).

  • Oversees the Imperial Post & Courier network linking every provincial capital to Rygoros.

II. Command Boundaries & Safeguards

  • No Military Command: The Chancellor cannot command the Order of the Golden Sun or the Imperial Fleet (both answer directly to the Emperor). He may coordinate logistics, requisitions, and budgets—but not operations.

  • No Throne Rights: May not preside from any Imperial Throne (Golden, White Marble, Firestone, Iron, Dragon).

  • Dismissible at Will: Serves at the Emperor’s pleasure; subject to Imperial Audit by an independent Exchequer Chamber.

Note on Dual Office: In the founding generation, Prince Randall was both Lord Chancellor and Governor of Stormlands by imperial confidence. Subsequent practice (by customary ordinance) discourages combining the Chancellorship with a provincial post to avoid conflicts of interest.

V. Ceremonial Life of the Office

  • Procession of the Seal: On edict days in Rygoros, the Chancellor bears the Great Seal before the Golden Throne; the Clerk of Seals reads; the Emperor impresses the Seal; town criers publish across the Empire.

  • Investitures: The Chancellor commissions Governors in the Hall of Commissions (Rygoros), then announces them in their provincial capitals.

  • Quarter Courts: Presides over seasonal Quarter Courts to hear petitions from provinces, merchants’ leagues, and faiths.

  • Law of Bonded Service: Chancery drafted, sealed, circulated; set inspection regimes and audits; coordinated with Order logistics and Governors of Essaria and Sarnor.

  • Harrenhal Restoration: Plotted finance, labor drafts, materials flows; transferred jurisdiction to Prince Stannis on completion; enrolled the cadet style “House Baratheon of Harrenhal.”

  • Summerhall Rebirth: Managed grants, artisans’ guilds, safety codes; ceremonially reopened the Throne Hall of Aegon for dynastic rites.
