The Dragon of Storm and Fire, the Supreme Sovereign of the Twin Realms


I. The Imperial Office

The Emperor of Westeros and Western Essos stands as the highest authority of the Empire — the living embodiment of its unity, the supreme commander of its armies and fleets, the head of its faith, and the guardian of its law. His rule spans from the frozen peaks beyond the Wall to the lush fields of the Reach, across the narrow sea, through the Free Cities, and down to the blazing peninsula of Valyria itself.

The Emperor reigns not as a despot, but as the apex of a vast imperial hierarchy governed by law, tradition, and divine mandate. His authority derives from both blood and merit, sanctified through coronation before the Golden Throne of Westeros in the Imperial Palace of Rygoros.


II. Roles and Duties

1. Commander-in-Chief of the Empire

The Emperor commands both the Order of the Golden Sun and the Imperial Fleet of Westeros, holding the personal military title of The Burning Light.

  • He alone may call a Full Muster of the Realms, summoning all eleven legions of the Order and all fleets of the realm under the Imperial Banner.

  • He approves appointments of Lord-Generals and Lord-Admirals, who serve under his direct command.

  • The Emperor holds final say over all military campaigns, strategy, and defense of the Empire’s borders, including foreign interventions and the pacification of provinces.

2. Head of State and Government

The Emperor presides over the Imperial Council, which includes:

  • The Lord Chancellor of Westeros (head of civil administration),

  • The Grand Governors of the Western and Eastern Realms,

  • The Lord-Generals, Lord-Admirals, and representatives of the Faiths,

  • The Lord Mayor of Rygoros, representing the Imperial Capital.

He ratifies new laws, issues imperial decrees, and holds the power of assent and veto over all acts passed by the Imperial Council (a legislative assembly representing the provinces and realms).

3. Arbiter of Justice

The Emperor serves as Supreme Judge of the Empire, presiding over the High Imperial Tribunal for cases of treason, rebellion, and crimes of the nobility.

  • He may grant Imperial Clemency, commute sentences, or strip titles of nobility.

  • The Emperor’s justice is tempered by tradition; each decree is recorded and preserved by the Archivists of Rygoros.

4. Keeper of Faith and Tradition

Though the Empire encompasses diverse religions, the Emperor serves as Protector of the Faiths — guaranteeing freedom of worship and preserving harmony between faiths.
The Imperial Family honors both the Old Gods of Valyria and the Lord of Light (R’hllor). Temples of both faiths stand side by side within the Imperial Palace of Rygoros.

5. Patron of Knowledge and Progress

By Imperial Edict, the Emperor sponsors the Imperial University of Jaehaerys in Oldtown and the Academy of the Golden Sun in Volantis.

  • These institutions train scholars, bureaucrats, and engineers for imperial service.

  • The Emperor personally appoints the Grand Maester of the Empire, who advises him on science, economics, and law.

6. Arbiter of Nobility and Titles

All titles of nobility, governorships, and provincial appointments are conferred by the Emperor.

  • The Governors serve at the Emperor’s pleasure, not by hereditary right.

  • The Emperor may create or dissolve noble houses and bestow new honours or cadet branches under the Imperial Crown.

7. Diplomat of the Twin Realms

The Emperor maintains direct diplomatic ties with the Empire of Valyria in Sothoryos, Yi Ti, and the Summer Isles, ensuring alliances, trade, and peace.
He also appoints Imperial Envoys and Ambassadors, and personally oversees treaties of conquest and trade.


III. Imperial Symbolism

Thrones of the Emperor

The Emperor alone may sit upon the five imperial thrones:

  • The Golden Throne of Westeros (seat of ultimate sovereignty, in Rygoros),

  • The Great White Marble Throne (Oryshall Palace, Braavos),

  • The Red Firestone Throne (Summerhall Palace),

  • The Iron Throne (Aegon’s Landing — a symbol of conquest and unity),

  • The Dragon Throne (Dragonstone — the sacred seat of Valyrian blood).

Each throne represents an aspect of imperial rule:

  • Rygoros – Law and Command.

  • Braavos – Diplomacy and Commerce.

  • Summerhall – Tradition and Heritage.

  • Aegon’s Landing – Conquest and History.

  • Dragonstone – Blood and Legacy.


IV. The Emperor’s Dual Nature

The Emperor is both mortal ruler and divine steward — servant of his people, yet symbol of unity and continuity. The citizens of the Empire see him as the Living Flame of Order, whose lineage and leadership protect the realms from chaos.

Through ceremony, law, and war, the Emperor of Westeros and Western Essos stands as the most powerful individual in the known world — master of dragons, unifier of continents, and guardian of the peace bought through storm and fire.
